It is indeed a tough task to choose between the two since their pros and cons appear to outweigh each other. Both players appear to be on par with each other on a lot of fronts but in my opinion, United are likely to benefit from signing Milinkovic-Savic rather than Seri.

The Ivory Coast international is talented but the Lazio man seems like an all-around package when compared to Seri.
