A youth product of the Baggies, the English youngster broke into the first- team in 2017 and was then loaned to Blackburn Rovers.
He played a big part for Albion in the recently concluded season despite losing out to Derby County in the promotion playoffs.
The England U-19 international has played for 20 matches this season and produced some eye-catching displays.
A central midfielder by position, Harper can also play as a pivot and as an attacking midfielder.
Neil Lennon, the Hoops’ new full-time manager, is currently planning for some reinforcements and finding a backup or successor for Scott Brown is on the top of his priority list.
